Position Overview

The Market Development Manager position at the Department of Commerce and Economic Opportunity is a key role in managing and organizing Illinois program reports, marketing materials, and competitive strategies, as well as maintaining the Office of Business Development website(s). The ideal candidate will lead and support policy goals and objectives, develop marketing strategies, and identify extensive program resources. Essential Functions

  • Directs, formulates and implements policy goals and objectives for the Office of Business Development.
  • Directs program policy development that creates and expands state incentives than can be offered to companies to move or expand their operations in Illinois.
  • Serves as full-line supervisor.
  • Develops and implements the budget of the Market Development Division.
  • Performs other duties as assigned or required which are reasonably within the scope of the duties enumerated above.

Minimum Qualifications

  • Requires the knowledge, skill and mental development equivalent to completion of four (4) years of college with courses in business, marketing or economic development.
  • Requires prior experience equivalent to four (4) years of progressively responsible administrative experience in marketing or economic development programs in a public or business organization.

Preferred Qualifications

  • Prefers two (2) years of administrative experience with policy or document review.
  • Prefers two (2) years of administrative experience writing policy or documents.
  • Prefers two (2) years of administrative experience in a public facing role that includes presenting and/or promoting.
  • Prefers two (2) years of administrative experience developing program goals and measurable objectives.
  • Prefers working knowledge of word processing, spreadsheets, and grant management programs.
  • Prefers one (1) year of experience supervising professional or technical staff.

Conditions of Employment

  • Requires completion of a background check and self-disclosure of criminal history.
  • Requires appropriate, valid driver's license.
  • Requires ability to travel in the performance of duties, with overnight stays as appropriate.
  • This position has been found to meet the requirements in section 4A-101 of the Illinois Governmental
  • Ethics Act requiring the occupant/employee to file a Statement of Economic Interest. The Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.) requires certain state officials and employees to file
  • annual Statements of Economic Interest with the Office of the Secretary of State that will be made available for examination and copying by the public. All employees required to file a Statement of Economic Interest are also required to file the Supplemental Statement of Economic Interest with the Executive Ethics Commission. (See Executive Order 15-09) Fines and penalties apply to untimely filings.
