We are seeking a Senior Program Manager to lead the full execution of a large-scale Navy medical readiness IT project initiative — a high-impact, multi-year, health informatics transformation effort supporting Navy Medicine, Fleet, and Marine Corps operational forces worldwide. This role is the principal leadership position across the contract, responsible for overseeing the development and deployment of the JOMIS suite, the Navy medical readiness and profiling platform, and a wide array of digital modernization, training, analytics, and readiness solutions to support both systems. The Senior Program Manager will lead a team of multidisciplinary professionals — including program managers, engineers, data scientists, analysts, and training experts — while interfacing with senior DoD and Navy stakeholders to shape and deliver operational healthcare capabilities for contested and expeditionary environments and ensure accurate, continuous medical readiness assessments and reporting.
This is a mission-driven, high-autonomy, and high-visibility leadership position requiring outstanding program execution discipline, stakeholder influence, and cross-functional coordination, and is best suited for an individual performing at a senior leadership level, capable of navigating complexity, exercising seasoned judgment, and mentoring others in high-stakes, mission-focused federal environments. Responsibilities: The Senior Program Manager will lead the development and implementation lifecycle for a large-scale Navy medical readiness IT project initiative. Essential job functions will include:
· Strategic Program Leadership and Delivery
- Serve as a senior leader driving the integration and delivery of scalable, secure, and interoperable health IT systems across multiple medical application suites and supporting technologies.
- Ensure all program activities are aligned with broader organizational strategies, campaign plans, and long-term modernization initiatives
· Executive Stakeholder Management
- Manage all aspects of program delivery, including defining scope, maintaining schedules, tracking budgets (Cost + Fixed Fee and T&M), mitigating risks, and ensuring transparent and proactive communication.
- Maintain high levels of stakeholder engagement and satisfaction, acting as the primary interface for senior government and organizational partners.
· Performance, Compliance and Quality Oversight
- Lead and coordinate multiple concurrent workstreams and program areas, ensuring cross-functional alignment, clarity in roles and responsibilities, and unified execution toward shared objectives.
- Provide direct oversight and guidance to program leads across technology and operational domains.
· Vendor and Partner Management
- Oversee the performance of subcontractors, vendors, and support teams, ensuring compliance with contractual deliverables, service level agreements (SLAs), and technical milestones.
- Ensure timely, on-budget delivery and adherence to quality standards across all external partnerships.
· Team Development and Delivery Leadership-
- Provide strategic leadership to a matrixed team of 40–60+ technical and functional personnel, overseeing engineering, analytics, informatics, training, and operations across cross-cutting workstreams.
- Guide functional leads and coordinate delivery across technology, clinical operations, user engagement, and sustainment (Navy Medical IT Systems, Technology, Training, Data Analytics), ensuring alignment, execution excellence, and mission-focused outcomes in a dynamic stakeholder environment.
Work Location
Work requires travel of up to 20-50% in the continental U.S., depending on specific assignments. This position must live within one hour of a major airport.

Requirements
Role Requirements:
Required-
- 15+ years of progressively senior leadership in program management, with at least 5+ years leading programs with teams of 50-100, including multiple subcontractors, within a federal or health IT sector.
- Master’s degree in Public Health, Engineering, Healthcare Informatics, IT Management, Business Administration, or related field.
- Demonstrated success leading cross-functional teams, navigating complex and demanding stakeholder environments, and delivering high-visibility outcomes.
- Strong familiarity with one or more of the following domains: health informatics, EHR systems (e.g., MHS GENESIS), operational medicine, Navy/Marine Corps readiness.
- Strong familiarity with IT governance frameworks (e.g., POAM, DOTMLPFP, JCIDS, RMF), is highly preferred.
- PMP or PgMP certification; Agile/SAFe certifications preferred.
- Proficiency in Adobe and Microsoft Office applications, including Word, Excel, PowerPoint, and SharePoint
- U.S. citizenship and ability to obtain a Federal Security Clearance (client requirement)
- Strong critical thinking and problem-solving skills.
- Able to manage projects at strategic and tactical levels.
- Visionary leadership and strategic thinking.
- Proven ability to lead and inspire high-performing teams within a portfolio.
- Exceptional communication and negotiation skills, with experience briefing senior government officials and leading executive-level discussions.
Preferred-
· Experience with BUMED, DHA, NIWC, OPNAV N0931, and JOMIS PMO.
· Background managing integrated technology and clinical transformation programs.
· Experience leading multi-organization teams with subcontractors, primes, and government customers.
· Familiarity with MHS GENESIS, JOMIS applications, and legacy systems (TMIP, OMDS, CDS, MRRS, etc.).
· Experience in warfighter support environments (e.g. DMO, LOCE, EABO).
· Familiarity with military medical readiness mission and military medicine as a combat support agency.
· Familiarity with DHA governance structures, VA-DOD integration programs, or Joint Information Environment (JIE) initiatives.
· Experience with cybersecurity and compliance frameworks (e.g., RMF, FedRAMP, HIPAA, NIST).
· Certifications in ITIL, or Lean Six Sigma Green/Black Belt.
