We are seeking two Program Managers to partner in leading two main aspects of a full execution of a large-scale Navy medical readiness IT project initiative — a high-impact, multi-year, health informatics transformation effort supporting Navy Medicine, Fleet, and Marine Corps operational forces worldwide. These roles will be senior leadership positions across two main focuses of the primary contract, responsible for overseeing the development and deployment of the JOMIS suite, the Navy medical readiness and profiling platform, and a wide array of digital modernization, training, analytics, and readiness solutions to support both systems. 

These roles will each lead the planning, coordination, and execution of all specified tasks in the NAVMED PRIME contract. They will lead the assessment of current capabilities and adoption levels, identify gaps across all aspects of the suite, including functional capabilities, software and hardware, interoperability and data flow, security, manage Agile implementation cycles, align stakeholders across the Department of the Navy and DoD healthcare systems, and provide continuous support for MHS GENESIS sustainment and the development and rollout of emerging JOMIS tools such as MHSG-T, MEDCOP, OMDS, BATDOK-J, and OpMed CDP. The Program Manager will liaise with JOMIS Government Program leadership, coordinate across all OPNAV and Operational Medicine platforms, and ensure alignment of both operational and medical leadership within the Fleet and FMF. 

These leadership roles are expected to be performed at a senior leadership level, capable of navigating complexity, exercising seasoned judgment, and mentoring others in high-stakes, mission-focused federal environments.

Responsibilities: The Program Manager will lead the development and implementation lifecycle for a large-scale Navy medical readiness IT project initiative. Essential job functions will include:


· Strategic Program Leadership and Delivery

  • Lead high-visibility health IT assessments and deployments across EHR, cloud, cybersecurity, and analytics domains.
  • Manage full program lifecycle for JOMIS software/hardware solutions in operational military environments.
  • Translate clinical and technical requirements into actionable project plans and deployment strategies.

· Executive Stakeholder Management

  • Serve as the central liaison across Navy Medicine, JOMIS PMO, and key federal and military partners.

· Performance, Compliance and Quality Oversight

  • Lead and coordinate multiple concurrent workstreams and program areas, ensuring cross-functional alignment, clarity in roles and responsibilities, and unified execution toward shared objectives.
  • Provide direct oversight and guidance to program leads across technology and operational domains.

· Team Development and Delivery Leadership

  • Coordinate cross-functional teams, vendors, and stakeholders to ensure mission-aligned execution.


Work Location

Work requires travel of up to 20-50% in the continental U.S., depending on specific assignments. This position must live within one hour of a major airport.

Requirements

  

Role Requirements:

Required- 

  • 12+ years of program/project management experience in healthcare or federal IT implementations, with at least 5 years in military or federal health consulting.
  • Master’s degree in Healthcare Informatics, IT Management, Systems or other Engineering, Business Administration, or related field.
  • Demonstrated success in managing full lifecycle programs (>$20M), ideally including EHR, health data interoperability, infrastructure modernization, or cloud migration.
  • PMP or PgMP certification.
  • Experience leading implementation efforts at MTFs or in coordination with DHA program offices.
  • Strong familiarity with federal acquisition and IT governance frameworks (e.g., FAR/DFARS, JCIDS, RMF).
  • Advanced knowledge of Microsoft Excel and PowerPoint.
  • Experience in LucidChart a plus
  • Proficiency in Adobe and Microsoft Office applications, including Word, and SharePoint
  • U.S. citizenship and ability to obtain a Federal Security Clearance (client requirement)

Preferred

  • Experience interfacing with BUMED, DHA, NIWC, OPNAV N0931, and JOMIS PMO.
  • Familiarity with MHS GENESIS, JOMIS applications, Military Health System (MHS) Information Platform (MIP), and legacy systems (TMIP, OMDS, CDS, MRRS, etc.).
  • Experience in warfighter support and operational military environments (e.g. DMO, LOCE, EABO).
  • Agile/SAFe certifications, ITIL, or Lean Six Sigma Green/Black Belt.
  • Familiarity with DHA governance structures, VA-DOD integration programs, or Joint  Information Environment (JIE) initiatives.
  • Extensive experience and success in business development
