Philly311 is the City’s non-emergency contact system. Residents, businesses, and visitors access information and services through our call center, website, and mobile application. Philly311 strives to improve the quality of life for Philadelphians by providing world-class customer service for every method of contact, delivering accurate information and timely updates. Philly311 is considered a critical service and therefore is staffed during times when the city is closed and acts as a crucial point of contact for constituents to obtain information regarding city services. Philly311 handled approximately 400,000 phone calls and received over 170,000 inquiries via the Philly311 mobile app, web application, and email. The center employees 32 civil service agents and 4 supervisors.
Job Description
Position Summary
The Community Engagement and Outreach Manager is responsible for developing and implementing strategies to engage with the community, building strong relationships with stakeholders, and promoting the City of Philadelphia’s mission and programs. This role requires a dynamic individual with excellent communication, networking skills to lead outreach efforts and ensure that the Philly311 remains connected with the communities it serves.
Essential Functions
The Community Engagement Manager plays a vital role in building relationships between city government and the community it serves. Their primary focus is to foster engagement, increase awareness, and develop partnerships that align with the City of Philadelphia's mission and goals.
Required Competencies, Knowledge, Skills, and Abilities
- Strong leadership and team management abilities.
- Excellent communication, facilitation and conflict resolution skills.
- Strategic planning and relationship building
- Familiarity with government operations, civic engagement, and underserved communities
- Ability to work under pressure and adapt to changing situations.
Qualifications

- Education: Bachelor’s degree in public relations, Communications, Public Admin, or a closely related field and at least 4 years of experience.
- Experience: Minimum of 4-6 years of experience in community engagement, outreach, or a related role.
- Communication Skills: Excellent verbal and written communication skills, with the ability to engage with diverse audiences.
- Interpersonal Skills: Strong networking and relationship-building skills, with experience working with community groups, nonprofits, and local government.
- Technical Skills: Proficient in Microsoft Office Suite, social media platforms, partner portals, and experience with CRM software.
- Cultural Competency: Ability to work effectively with diverse communities and demonstrate cultural sensitivity.
- Bilingual (Spanish) preferred

Salary Range: $70,000 to $80,000
