Job Description
The Opportunity:
We are seeking a Senior HR Data Governance Specialist to join our Digital Talent Strategy team. The role will lead and drive data governance practices across our current and future HR technology ecosystem, processes and downstream systems. This is a strategic individual contributor role that ensures the quality, consistency, integrity, and compliance of HR data throughout the employee lifecycle.
You will partner closely with HR operations, HRIS, HR analytics, compliance, and IT teams to define HR standards, steward HR data assets, and enable trustworthy HR metrics and reporting.
Responsibilities:
Data Governance Strategy & Execution
Lead the definition and implementation of HR data governance frameworks, policies, and standards
Act as a data steward for key HR data domains
Develop and manage HR data dictionaries and taxonomies
Data Integrity & Reporting
Monitor, audit, and enhance data quality across HR systems and down/upstream systems (e.g., Workday, other HR tech, data warehouse, data lake, in-house tools)
Define and implement data validation, exception handling, and cleansing routines
Collaborate with HRIS and IT to resolve systemic data issues and root causes
Compliance & Risk Management
Ensure alignment with data privacy regulations (e.g., GDPR) and internal data handling policies
Partner with legal and compliance teams to manage data access, retention, and security protocols
Assist with audits, risk assessments, and control testing related to HR data
Cross-Functional Collaboration
Work with People Analytics, HRIS, IT, and business stakeholders to ensure data readiness for reporting, analytics, and AI/ML use cases
Provide guidance on data design for new systems, processes, and integrations
Serve as a subject matter expert on HR data lineage, ownership, and governance
Enablement & Education
Train HR and business users on data stewardship responsibilities and governance processes
Promote a culture of data literacy and accountability across the HR function
Maintain documentation, SOPs, and governance frameworks
Qualifications:
Required:
7+ years of experience in HR data governance or data management
Proven experience defining and implementing data governance frameworks
Deep understanding of HR data domains and structures across the employee lifecycle
Experience overseeing the data life cycle, identifying and resolving data quality issues, including root cause analysis
Experience with HR technologies (Workday is a plus) and data integrations
Strong understanding of data privacy and compliance regulations
Desired:
Experience in a large and matrixed organization
Background in process improvement or lean data operations
Certification in data governance, data management, or HR systems

Pay Range: There are a host of factors that can influence final salary including, but not limited to, geographic location, Federal Government contract labor categories and contract wage rates, relevant prior work experience, specific skills and competencies, education, and certifications. The proposed salary range for this position is:
