Your Opportunity with TransformCare

We’re seeking a skilled Senior Information Technology Engineering Lead who will architect, build, and manage the technology backbone supporting the NAVMED PRIME initiative – a multi-year digital health transformation program for the U.S. Navy and Marine Corps. This leader will serve as the technical counterpart to two Program Managers and will oversee a cross-functional product engineering team delivering mission-critical health informatics systems.

This lead engineering role requires a strong background in end-to-end software development, data analytics, and engineering, and modern DevSecOps practices — especially in fast-paced, Agile environments. This high-impact role is ideal for an experienced system engineer or healthcare technologist who must be comfortable leading in complex, compliance-heavy ecosystems and driving outcomes through hands-on technical excellence and engineering rigor in a mission-driven delivery team—and who’s passionate about improving care delivery for service members and their families.

  

What You'll Do

  • Lead technical architecture and engineering efforts for enterprise EHR deployment, including MHS GENESIS, Cerner-based systems, and supporting technologies.
  • Design secure, scalable infrastructure and integration solutions across clinical, data, and cybersecurity domains.
  • Own technical readiness and go-live success across multiple Military Treatment Facilities (MTFs).
  • Ensure full compliance with federal cybersecurity frameworks (RMF, FedRAMP, HIPAA, NIST 800-53).
  • Collaborate with program managers, clinical SMEs, and site engineers to drive aligned and effective deployments.
  • Serve as a subject-matter expert for system interfaces (HL7, FHIR, DICOM), legacy system transitions (AHLTA, CHCS), and DoD interoperability.

Work Location

Work requires travel of up to 20-50% in the continental U.S., depending on specific assignments. This position must live within one hour of a major airport.

Requirements

  

What You Bring

  • 10+ years of technical experience in IT systems engineering, or enterprise healthcare system implementation, or federal health IT programs.
  • Strong background in federal or military health IT, including EHR platforms.
  • Proficient in systems architecture, interface/integration standards (e.g., HL7, FHIR,      DICOM), and enterprise networking.
  • Demonstrated experience implementing secure, scalable systems in compliance-driven federal environments.
  • Familiarity with DoD infrastructure, RMF cybersecurity, and DoD IT governance frameworks.
  • Bachelor’s degree in Computer Science, Engineering, Information Systems, or a related technical field.
  • U.S. citizenship and ability to obtain a Federal Security Clearance (client requirement) 

  

Nice to Have

  • Technical certifications: AWS/Azure Architect, HL7, CISSP, Security+, CEH.
  • Master’s degree or technical certifications (e.g., CISSP, CEH, AWS/GCP/Azure Architect, HL7 Certified).
  • Experience in DoD network enclaves (e.g., NIPR/SIPR) and understanding of Joint Interoperability Test Command (JITC) certification processes.
  • Past involvement with site readiness or go-live teams in MTFs, VA facilities, or civilian equivalents.
  • Agile/SAFe or DevSecOps experience in a federal systems integration context.
