Seneca Holdings is seeking a Proposal Writer II to provide support to the Business Development (BD) Operations team. The Proposal Writer II is responsible for defining and writing technical, engineering, healthcare, financial management, and product documentation and proposals to help enable and implement innovative solutions for our Federal Civilian and Defense customers.

Primary responsibilities include, but are not limited to:

  • Write clear, persuasive, and articulate proposal sections; translate technical and other ideas into easily understandable text.
  • Rewrite and review proposal sections and related proposal documents for complex Federal IT Requests for Proposal (RFPs).
  • Research, organize, write, and edit sections for Requests for Information (RFIs) and white papers.
  • Work closely with the BD Operations Solutions Architect to define technical proposal strategy and craft compelling messaging that address strengths of our service offerings.
  • Write succinct, persuasive proposal sections for competitive proposals, clearly articulating the approach chosen by the proposal leadership team within RFP space and format limitations. Ability to work closely with designated Subject Matter Experts (SMEs) to develop an approach to an assigned section.
  • Apply communication and interviewing skills to gather needed information from internal and external engineers, SMEs, stakeholders, and other technical experts.
  • Conceptualize graphics, diagrams, and illustrations to communicate complex technical solutions and improve target audience comprehension and engagement.
  • Synthesize text and ideas from multiple authors, including SMEs and teaming partners. Compile information for each section and edit language to ensure one voice.
  • Edit for consistency, clarity, grammar, and syntax, and compile with client requirements.
  • Ability to assess proposal and technical documentation content (compliance and quality as represented in proposal structure, narrative response, and graphics) and provide input to other proposal writers and solution SMEs.
  • Mentor other writers or SMEs in improving written materials and documents focusing on consistency, clarity, and succinctness as well as sentence structure, grammar, spelling, and punctuation—in alignment with established Style Guides.
  • Ensure documents are accurate, complete, and adhere to standards for quality, graphics, coverage, format, and style to comply with corporate and government solicitation requirements.
  • Manage updates, version control, and revisions of documentation on a collaborative content management system.
  • Ability to organize, manage, and collaborate with other writers and various levels of internal staff and team members.
  • Perform quality work within deadlines with or without direct supervision.
  • Draft and maintain stock language and content library for proposal use in coordination with SMEs.
  • Provide editing and desktop publishing support before proposal submission, as needed.
  • Assignments include, but are not limited to, leading written responses to technical, management, corporate experience, staffing, resumes, and transition sections.
  • Other written content as assigned.

Basic Qualifications:

  • Bachelor's degree, preferably in Technical Communication, Engineering, Business, English, Journalism, or a related field. Additional years of experience will be considered in lieu of a degree.
  • 7+ years of related Federal experience as a proposal writer responding to Federal Government solicitations.
  • Strong organizational skills, with the ability to multi-task and prioritize well in a fast-paced, dynamic work environment.
  • Ability to take initiative and work independently, as well as work closely with partners in a collaborative environment.
  • Meticulous attention to detail, processes, direction, and guidance.
  • Demonstrated ability to prioritize, organize, and exercise independent judgment.
  • Demonstrated problem solving and decision-making abilities.
  • Evidence of a successful track record of high quality, high scoring proposals.
  • Demonstrated success writing and leading technical, management, transition, staffing, and corporate experience/past performance volumes for complex efforts.
  • Understanding of U.S. Government acquisition processes and corresponding industry proposal response processes and practices.
  • Ability and experience in analyzing/interpreting RFP requirements for the development of compelling, compliant, and solution-based technical responses.
  • Advanced skills and proficiency in Microsoft Word, Excel, and PowerPoint.
  • Strong verbal and written communication skills, and the ability to articulate complex concepts to cross functional audiences.

Preferred Qualifications:

  • Strong technical understanding of IT services offerings and capabilities, such as Cloud, DevSecOps, Software Development, Network/Systems Engineering and Artificial Intelligence (AI) technologies.
  • Experience developing or refining IT solutions and supporting technical teams in focusing and articulating a technical approach.
