In this role you would be responsible for developing, implementing, and overseeing safety programs and compliance initiatives related to fleet operations. This role ensures that Leonard’s Express maintains the highest standards of safety, adheres to all DOT and FMCSA regulations, and fosters a culture of proactive risk management across the organization. The ideal candidate will:

  • Develop and enforce fleet safety policies and procedures in compliance with federal, state, and local regulations 
  • Investigate accidents and incidents, identify root causes, and implement corrective actions 
  • Lead safety training programs for drivers and staff, including ongoing coaching and education 
  • Collaborate with all departmental teams to ensure alignment on safety goals 
  • Analyze safety data and trends to recommend improvements and reduce risk exposure 
  • Collaborate with management to align all operations with the company safety goals

Full Job Details

The Risk Control Manager is responsible for ensuring that the commercial company drivers and owner operators operate in compliance with all requirements of the Department of Transportation’s (DOT) Federal Motor Carrier Safety Regulations (FMCSR). Furthermore, the Risk Control Manager will foster a culture of safety, by maximizing safety and minimizing risk, through cross-functional initiatives within all aspects of the company. All job duties must be performed in a way that promotes safe practices in accordance with Leonard’s established safety programs:

  • Creates awareness of best safety practices to maximize safety and minimize risk to all employees
  • Broadens the Risk Control Team’s mission, continuing to bring the safety culture to all truck operations
  • Participates in weekly meeting of Risk Control Managers and Director of Fleet Safety
  • Works collectively as a team to bring new and dynamic initiatives to the company, continually providing the best service, while promoting safety across all departments at all locations
  • Conducts one on one meetings with assigned drivers each quarter sharing thoughts on how to be a safe and successful driver
  • Instructs drivers on business reasons for ensuring safety and mitigating risk, tying that in with the key metrics on the internal telematics data
  • Most Importantly communicates Leonard’s commitment to all drivers to get home safely to their loved ones and allowing others we share the road with to do the same
  • Enlists all departments in Leonard’s to learn and reinforce practical messages about safety, through regular education, presentations, and publication of results with the goal of making safety and risk mitigation a part of the culture, a part of what every employee does at Leonard’s
  • Coaches the drivers and driver advocates to create safety through coaching and teaching rather than a more traditional disciplinary approach, including ensuring that the coaching is done in a customer-oriented manner – a positive reinforcement approach, assisting drivers to upgrade their driving abilities (C’s become B’s and B’s become A’s, with A’s maintaining their skills and remaining employed at Leonard’s)
  • Creates and maintains focus on best driver behaviors utilizing federal and state standards combined with LEI culture standards embodied in “success through service”
  • Ensures the company and all drivers remain compliant with federal and state transportation departments.
  • Examines DOT inspections, coach drivers on violations
  • Reviews HOS violations daily, coach and train drivers on FMCSA HOS rules
  • Oversees vehicle accident investigations, collects, and records all related documents at the investigation’s conclusion
  • Reports all accidents to the Leonard’s Accident email group, attaching the completed internal accident report, and all pertinent documents and photos.  Records and maintains any reported accident and updates in TMS and the Risk Control spreadsheet
  • Assesses if any reported accident is DOT reportable, follows correct DOT procedures including but not limited to post-accident drug testing and contracting an investigator 
  • Works closely with the Terminal Director to determine any additional action process per the Driver Corrective Action Plan
  • Is knowledgeable of and follows the established Driver Corrective Action Plan whereas the Risk Control Manager monitors performance of drivers, coaches drivers, maintains open communication with DAs and Terminal Directors and is the keeper of communications related to infractions
  • Participates in weekly orientation training drivers on the HOS rules and accident procedures and policies
  • Reviews breakdown report daily to determine if damage or repairs were the result of an accident
  • Initiates worker’s compensation claims by referring all injured employees to the priority care line immediately

Other Duties

  • Provides superior customer service by responding to all driver and company complaint calls per company policy
  • Maintains availability after normal business hours for on-call terminal needs
  • Coordinates quarterly company safety meetings 
  • Contributes to the development and design of new training programs designed to prepare drivers to be safe motorists
  • Continually seeks to remain knowledgeable of laws and industry changes, reports key changes to management and updates Risk Control documentation as required
  • Works with Operations to conduct annual payroll reviews
  • Supports the Risk Control Manager of Facilities with their initiatives and responsibilities

Requirements

Based on the essential duties and responsibilities of the position, the Risk Control Manager should have a number of professional skills and abilities:

  • Sound organizational, records management, time management skills, and attention to detail
  • Good interpersonal and customer service skills, well-developed verbal and written communication skills, plus the ability to work both as an individual contributor and a team member
  • The ability to effectively prioritize responsibilities and meet assigned deadlines
  • Ability to work independently on assigned tasks, as well as to accept direction on given assignments


Based on the technical and professional responsibilities of the position, the Risk Control Manager is required to have:

  • A bachelor’s degree in a relevant field or two (2) years of verifiable experience in comparable role
  • Excellent communication skills (verbal and written)
  • Self-Starter, self-motivated, high level of initiative and flexibility
  • Result focused with an ability to solve complex problems
  • Experience in a supervisory role
  • Proficient with the full Microsoft Office Suite, TMS software and cloud-based networks.
  • Available for on-call duties with drivers or dispatch
  • Occasional travel for professional development and/or company terminal meetings


The Risk Control Manager is primarily located in a climate-controlled office environment with moderate noise levels but may experience other physical environments throughout the workday. Physical requirements include:

  • Using computer hardware and software for extended periods of time (repetitive motion)
  • Must be able to lift up to 25 pounds occasionally
  • Occasionally climb, squat, crouch in or around equipment
