Job Description
Role Overview:
Our client is seeking a detail-oriented and experienced HR & Payroll Specialist to manage payroll operations, union reporting, and HR administration. The ideal candidate will have a deep understanding of U.S. payroll tax regulations, union environments, and certified payroll requirements. This role is critical in ensuring timely and compliant payroll processing, benefits administration, and accurate agency reporting.
Key Responsibilities:
- Process payroll for union and non-union employees, ensuring accuracy and compliance with federal, state, and local tax regulations
- Handle complex union payroll reporting, including prevailing wage and certified payroll submissions to customers and regulatory bodies
- Maintain and update PTO schedules, which vary across union and standard employees
- Administer employee deductions, benefits contributions, and wage garnishments
- Prepare and submit required reports to government agencies and unions and customers including Certified payroll and union payroll and due reporting.
- Manage communication between HR and employees regarding payroll, benefits, and time off policies
- Collaborate with the accounting and payroll department to ensure accurate job cost reporting from payroll data
- Maintain confidentiality of payroll and employee information at all times
- Support onboarding and offboarding processes related to payroll and benefits
- 2+ years of experience in U.S. payroll processing, ideally in a construction or unionized work environment
- Strong knowledge of American payroll tax laws, FICA, withholdings, and multi-state payroll
- Experience with union reporting, prevailing wage, and certified payroll compliance
- Proficient in payroll software and QuickBooks (Desktop and/or Online)
- Strong attention to detail and ability to manage tedious, repetitive processes accurately
- Excellent organizational and communication skills
- High level of discretion and professionalism when dealing with sensitive information
Nice to Have
- Familiarity with construction payroll compliance
- Experience working with payroll portals such as eSUB, QuickBooks Payroll, or other industry-specific platforms
- Background in HR administration or employee relations
- Bonus to have familiarity with LCPTracker, Procore, and Oracle Textura (standard systems in construction)
- Client Relationship : You will be directly working with the client. This means that you will communicate with the client, provide services, and address any client-related matters independently.
- Payments : All payments for your services will be handled by the client. Elevate and Delegate is not involved in processing your payroll. Your salary will directly go to you.
- Vacation Leaves and Holidays : While we may have recommendations or guidelines regarding vacation leaves and holidays, the decision is entirely at the discretion of the client. You are expected to align your schedule with the client’s business needs and any specific policies or preferences they may have in this regard.
Salary : $1200-$1300/month
