Job Purpose:

We are seeking a skilled Senior Technical Strategist to join the SUITE Investment Management team and provide independent oversight of critical ITIF-funded and other high-visibility IT projects. The role focuses on offering objective evaluations of project health, compliance, risk management, and deliverable quality. This position is essential for driving successful outcomes in complex technology initiatives while maintaining transparency, fiscal accountability, and operational excellence.

Key Responsibilities:

• Conduct independent assessments across assigned DTMB projects, ensuring objective evaluation of project status and compliance with DTMB methodologies.
• Review and analyze core project artifacts including charters, plans, schedules, risk registers, contracts, and deliverables.
• Monitor project performance in relation to scope, budget, timeline, and quality standards.
• Identify risks, deficiencies, and issues early in the project lifecycle and propose actionable mitigation strategies.
• Develop and deliver comprehensive IV&V documentation, including:
• IV&V Service Plans
• Monthly Project Health Assessments
• Independent Deliverable Review Reports
• Risk and Issue Logs with mitigation recommendations
• Executive Briefings and Final Summary Reports
• Maintain productive communication with project teams, stakeholders, and executive sponsors while preserving the independence of judgment.
• Ensure all documentation and reports adhere to DTMB’s formatting and quality standards.

Required Skills & Experience:

• 5+ years of experience in IT project management, preferably in large-scale, complex environments.
• 5+ years of hands-on experience providing Independent Verification and Validation (IV&V) or equivalent quality assurance services.
• Proven experience supporting politically sensitive or high-profile projects in public sector or regulated industries.
• Strong working knowledge of project management methodologies (e.g., PMBOK), risk identification, mitigation techniques, and QA principles.
• Exceptional analytical, writing, and verbal communication skills.
• Proficiency in generating professional-grade documentation and executive-level presentations.
• Ability to deliver unbiased evaluations and practical recommendations to improve project outcomes.

Education & Certifications:

• Bachelor’s degree in Information Technology, Business Administration, Project Management, or a related discipline (Required)
• PMP (Project Management Professional) Certification (Preferred)
• Additional certifications such as Certified ScrumMaster (CSM) or Certified Quality Auditor (CQA) are a plus
