The Mayor's Office of Contract Services (MOCS) is a New York City oversight and service agency that manages procurement citywide, from planning and release of agency solicitations to payment of vendors. Annually, agencies procure billions in products and services from a diverse pool of vendors that represent various industries. MOCS therefore aims to ensure that the procurement process remains fair, transparent, efficient, and cost-effective.
MOCS makes it easier to do business through use of end-to-end technology tools, increases transparency by publication of enriched data and hosting public hearings, and strengthens procurement operations by providing direct assistance and resources to all stakeholders. MOCS also partners with agencies and vendors to identify areas for policy reform, resulting in ongoing process improvement to reduce administrative burdens and increase the positive impact of services on communities. The MOCS Director serves as the City Chief Procurement Officer.
MOCS team members operate in a collaborative, service-oriented environment, where flexibility and ability to achieve results are valued. Staff must conduct all duties relevant to their position in their assigned division and demonstrate an advanced level of expertise. This position requires a focus on aligning daily operations to the agency's strategic priorities, engage stakeholders in planning and ensure performance using well-defined success metrics and project management strategies. All staff are expected to deliver timely and quality work products and services, participate in ongoing improvement activities, proactively deepen their knowledge of procurement and government operations, and will use modern technology software and hardware to complete daily duties. This position must collaborate with other team members to implement projects, help to maintain and/or analyze operational data, and interact with external stakeholders.
MOCS seeks to hire a Training and Engagement (“T&E”) Analyst to support the development and delivery of training and engagement initiatives for City vendors, citywide procurement staff, and internal MOCS staff. Under the direction of the Associate Director for T&E and the Assistant Director for Training, the T&E Analyst will help ensure that all stakeholders have the tools and information they need to successfully navigate procurement processes. The T&E Analyst will play a key role in communication, stakeholder support, issue tracking, content development, and continuous process improvement.
The specific responsibilities of this role include but are not limited to the following:
Stakeholder Engagement & Support
-Communicate with internal and external stakeholders via email, phone, and virtual meetings
-Educate and support stakeholders on procurement processes, tools, and resources
-Troubleshoot stakeholder issues and determine when to escalate to senior staff or other teams
-Assist with outreach efforts and events, including tracking event registration and attendance
Training Development & Delivery
-Assist with creating and updating training materials, guides, and templates
-Help deliver live webinars, in-person workshops, and online learning content
-Document training processes, activities and outcomes, including feedback and participation, to support continuous improvement
Research, Analysis & Process Improvement
-Gather data to inform service improvements and enhance stakeholder experience
-Track and report recurring issues and stakeholder feedback to support problem-solving and decision-making
Team Support & Collaboration
-Provide logistical and administrative support for trainings, meetings, and events, including coordinating materials, tracking action items, taking notes, and arranging transportation
-Manage materials inventory by tracking stock levels, organizing supplies, and flagging shortages
-Collaborate with colleagues to share knowledge and support team goals
-Participate in special projects as assigned
PREFERRED SKILLS
- Intermediate proficiency in Microsoft Excel, PowerPoint, and Word
- Strong written and verbal communication skills, including the ability to present complex information clearly to diverse audiences
- Excellent interpersonal skills and proven ability to engage effectively with both internal teams and external stakeholders
- Customer service-focused and results-oriented, with sound judgment and discretion in stakeholder interactions
- Comfortable with ambiguity; takes initiative to define and execute critical tasks independently
- Attention to detail and strong organizational skills, with the ability to manage multiple priorities
- Collaborative, flexible, and positive attitude in a fast-paced, evolving environment
- Demonstrated interest in city government, procurement, contracting policies, or public training and outreach initiatives

Qualifications
1. Graduation from an accredited college with a baccalaureate degree; or
2. Graduation from an accredited community college plus two years of experience with administrative, analytic, coordinative, supervisory or liaison responsibilities; or
3. A four year high school diploma or its educational equivalent plus four years of experience as described in "2" above; or
4. A satisfactory equivalent combination of education and experience.
