Ideal Candidate
The Hillsborough County Solid Waste Management Department is seeking a Project Manager to oversee multiple capital projects within its Capital Improvement Program (CIP). The ideal candidate will possess a professional degree in Engineering, Business Administration, Construction Management, or a related field, and have proven experience managing the full lifecycle of complex infrastructure projects in a public utilities or solid waste environment. This role requires independent decision-making related to project development, including planning, design, construction, and construction administration. The Project Manager will be responsible for developing and maintaining multi-year strategic plans, overseeing consultants preparing Preliminary Engineering Reports, and resolving conflicts among competing projects. The ideal candidate will demonstrate strong leadership, construction oversight, and communication skills, as well as the ability to produce accurate cost projections and schedules for multi-year capital planning. Familiarity with federal, state, and county design standards, as well as best practices in project development and construction, is essential. The candidate must be proficient in MS Office, scheduling tools such as Primavera P6, project management systems like Oracle Unifier Suite, and reporting platforms including Power BI. Success in this position requires strong collaboration, sound judgment, and a commitment to delivering safe, sustainable, on-time, and on-budget solid waste infrastructure projects.
