Special Requirements

  • US Citizenship is required due to government   contract regulations.
  • Must be able to work onsite at the Reston, VA   office at least 2x per week.
  • Minimum 10 years of experience in federal   business development and capture management. 
  • Proven track record winning deals in the   $10M–$50M+ range.

The Gist…

We are seeking a Senior Director, Business Development to drive capture and growth within the Department of Homeland Security (DHS) and related law enforcement agencies, including DHS HQ, FEMA, TSA, USCG, CBP, ICE, DOJ, and FBI. This leader will be responsible for identifying, qualifying, and capturing large-scale IT services and digital transformation   contracts across these agencies. This is a strategic and hands-on role, requiring deep domain knowledge, established customer relationships, and the ability to lead   multi-functional capture teams through the full lifecycle.


What Your Day Might Include…

  • Proactively identify and pursue new   business opportunities within federal agencies (e.g., DHS HQ, FEMA, TSA, USCG, CBP, ICE, DOJ, and FBI).
  • Leverage existing relationships, customer networks, and industry events to generate qualified leads.
  • Conduct market research using tools   such as SAM, FPDS, GovWin, and agency forecasts. Analyze customer budgets, required capabilities, competitive environments, and acquisition strategies   to qualify opportunities and identify alignment with organizational goals.
  • Build and maintain relationships with key stakeholders, influencers, and decision-makers within target customers. Develop tailored call plans to address customer needs, pain points, and   potential solutions.
  • Build and manage a pipeline of opportunities through all phases of the business development lifecycle—identification, qualification, and capture. Maintain detailed   opportunity records and updates in Salesforce.
  • Support capture activities, including opportunity gate reviews, competitive analysis, and development of key win themes. Collaborate with internal teams to define discriminators,   price-to-win strategies, and technical solutions.
  • Work closely with senior leadership to align opportunity pursuits with corporate growth strategies and goals. Provide insights during pipeline reviews and participate in strategic   planning sessions.
  • Identify and engage potential partners, subcontractors, and teammates for specific opportunities. Facilitate teaming agreements and partnerships to strengthen proposals.
  • Engage potential clients early in the acquisition lifecycle to shape requirements and position the company as a preferred partner. Advocate for driving opportunities through existing GWACs   and IDIQs.
  • Collaborate with internal teams, including technical, staffing, and pricing experts, to ensure capture efforts  are comprehensive and aligned with opportunity requirements.
  • Assist in transitioning qualified opportunities to the proposal team, ensuring that the capture strategy is clearly communicated and incorporated into the final proposal.
  • Partner with operational and delivery teams to support the growth of strategic accounts.
  • Identify and secure strategic partners, subcontractors, and small business teammates to strengthen offerings and meet customer set-aside goals.
  • Represent Amivero at industry events, agency forums, and client meetings to position the company as a trusted advisor and mission partner



Requirements

You’ll Bring These   Qualifications…

  • Minimum 10 years of experience in federal business development and capture, with a strong focus on DHS and law enforcement missions.
  • Proven success leading and winning captures in the $10M–$50M range.
  • Extensive knowledge of federal procurement, including full-and-open competitions and use of GWACs/IDIQs such as OASIS, Alliant, GSA MAS, etc.
  • Understanding of contract types: FFP, T&M, CPFF/CPIF, and performance-based contracts.
  • Experience with price-to-win (PTW) strategies and cost proposal alignment.
  • Demonstrated ability to work collaboratively with technical teams, solution architects, and delivery leaders to craft innovative, tailored solutions.
    Skilled at developing customer call plans, stakeholder maps, and capture strategies aligned with agency pain points and mission needs.
  • Strong analytical and interpersonal skills, with a high degree of professionalism and executive presence.
  • Experience using Salesforce or other CRM systems to manage pipeline and capture activities.
