ATSI is seeking a full-time dedicated Technical Writer to join our team in support of the Office of Naval Research (ONR) Small Business Innovation Research (SBIR) & Small Business Technology Transfer (STTR) programs. This individual will be responsible for developing 24 Success Stories annually that achieve Stage 2 acceptance by ONR, writing quarterly articles (300 words) for the OSD SBIR/STTR newsletter about Navy STP, writing articles for Transitions newsletters (approximately 3 per year), writing Spotlight articles (approximately 3 per year), writing promotional articles about Navy STP as assigned, proofreading publications throughout the year, including Annual Report, Transitions, Spotlights, and Success Stories written by other team members, creating content for social media platforms as needed, providing coverage for social media specialist, reviewing testimonial videos before publication for accuracy of intro slides and closed captioning and record testimonials made about Navy STP in the videos for use in future publications, and performing additional tasks that promote Navy STP and its participating small businesses or that contribute to program deliverables. The ideal candidate will be a self-starter (motivated) and team player.


SBIR/STTR Programs:

The SBIR program was established by Congress in 1982 with a statutory purpose to strengthen the role of innovative small business concerns (SBCs) in Federally-funded research or research and development (R/R&D). Specific program purposes are to: (1) Stimulate technological innovation; (2) use small business to meet Federal R/R&D needs; (3) foster and encourage participation by socially and economically disadvantaged SBCs in working in technological innovation; and (4) increase private sector commercialization of innovations derived from Federal R/R&D, thereby increasing competition, productivity and economic growth.

The STTR program is a sister program to SBIR, established by Congress in 1992 with a similar statutory purpose as SBIR. A major difference in the two programs is that the STTR requires the small business to have a research partner consisting of a University, Federally Funded Research and Development Center (FFRDC), or a qualified non-profit research institution. In STTR, the small business must be the prime contractor and perform at least 40% of the work, with the research partner performing at least 30% of the work. The balance can be done by either party and/or a third party.  


Requirements

• High school diploma plus 7 years of relevant experience OR Bachelor’s degree plus 2 years of relevant experience.

• Excellent writing and communication abilities

• Excellent interview skills

• Strong research skills

• Ability to communicate technical material to a non-technologist audience 

• Strong time management and ability to meet tight deadlines

• High attention to detail and accuracy

• Ability to handle multiple projects simultaneously

• Strong organizational skills to track and prioritize tasks

• Self-motivated with sense of ownership

• Ability to work independently and collaboratively

• Responsive to emergent issues and changing priorities

Position Location:

· Telework available within the CONUS. 

· Some travel required (<10%).
